Twilio
The Twilio Action Agent sends SMS messages to mobile numbers.
You could add a Filter to detect high temperatures and follow it with a Twilio Action Agent to alert an engineer.

Twilio credentials (Account SID and Authentication Token)
Twilio phone number from which to send the messages
